LEAD: The Nippon Steel Corporation of Japan has formed a new American subsidiary, Librex Computer Systems Inc., to manufacture and market computer products. The unit, based in San Jose, Calif., plans to introduce its first products, notebook computers, in the fourth quarter of the year. Many Japanese companies in basic industries like steel and chemicals have been diversifying into electronics and biotechnology.
