Carter Adm urges Cong to prohibit police from conducting surprise raids on newsrooms or other places in search of notes, photographs or other documents intended for publication; under legis proposal state and local police as well as Fed agents would be required to use subpoena rather than search warrant when seeking documentary evidence relating to crime from reporters, free-lance writers, book publishers, scholars or anyone else who planned to use documents for publication; protection would not apply if person in possession of document was criminal suspect; proposal is effort to overturn US Sup Ct decision last May that held that innocent 3d parties, in gen, are not entitled to advance notice of police search and that 1st Amendment gives no additional special rights to news orgns (Zurcher v Stamford Daily); those commenting on proposal are Jack C Landau (Reporters Com for Press Freedom), John Shattuck (ACLU), Repr Robert F Drinan, Sen Edward M Kennedy and Asst Atty Gen Philip B Heymann (M)
